According to Xinhua News Agency, the Central Committee of the Communist Party of China and the State Council recently issued the Outline for Construction of a Transportation Power(hereinafter referred to as the "Outline") on September 19. By 2035, a transportation power will have been basically built. The Outline proposes to create a green and efficient modern logistics system and promote development of specialized logistics, such as E-commerce logistics, cold chain logistics, bulky cargo transportation and dangerous goods logistics.

The Outline requires to optimize the transportation structure, accelerate construction of "highway to railway" key projects, such as port concentrated and dredging transportation railways, logistics parks, railway special lines for large industrial and mining enterprises, etc., and promote orderly transfer of bulk cargo and medium- and long-distance freight transport to railway and water transportation. Promote development of inter-modal transportation, such as railway-water, highway-railway, highway-water and air-land, promote cross-mode rapid replacement of transshipment standardized facilities and equipment, and form unified multi-modal transportation standards and rules. Give full play to the "door-to-door" advantages of highway freight transport. Improve the air logistics network and enhance the efficiency of air freight.

At the same time, the Outline also pointed to promote development of specialized logistics, such as E-commerce logistics, cold chain logistics, bulky cargo transportation and dangerous goods logistics, promote organic connection between intercity trunk transportation and urban end distribution, and encourage development of intensive distribution mode. Comprehensively utilize multiple resources, improve the rural distribution network, and promote urban and rural two-way circulation. Implement tax and fee reduction policies, optimize the logistics organization mode, improve logistics efficiency, and reduce logistics cost.
